Well, I was hoping to avoid becoming an NTP expert :-), but I guess I
gotta.  I still think that adjusting the offset values in the filter
registers for subsequent clock slews would clean up a lot of the
misbehavior I see.  Obviously I'm not going to persuade you that that's
a good idea without some simulation results.  You said something last week
about a simulation testbed; where can I find that?
